I really don't know what to do in this situation.

I was driving on a freeway in my mom's (insured) Civic in the right lane with an SUV in the left lane. When the freeway split up (left lane going left and right lane going right), the SUV (without any warning) rammed me, I pulled farther right to the shoulder, and we both parked on the right side. He called the CHP because he had a cell phone (that he was talking on). The CHP show up and he goes to them first. I think this is all right because it doesn't matter who goes first. Also I didn't want to interrupt them because it was a white guy talking to white cops and we were on the side of the freeway at night in near pitch black. I tell them that he rammed me and that's why we're both on the right side. They end up giving him all of my information and gave me a paper which I thought was all his information. When I check the paper later on in the light, it does not have any of his info (DL#) and he also had no plates, so I couldn't write anything down.

Two weeks later the police report shows that the CHP says that I rammed him with the Civic and we both ended up on the left side of the freeway, but also show when the CHP arrived, we were on the right side of the freeway. This guy rammed my mom's car without warning (if he came slowly or drove erratically, I could have simply pulled over to the shoulder), and I am going to be at fault. Is there anything that I can do about this? or is this just one of those many things that happens in life where life fucks you over?
