Carpool Question

I got a ticket for a carpool violation cvc 26155.5(b) and I asked if this is a 1 point violation and the CHP said it shouldn't be because its not a moving violations. I was just wondering if it is a 1 point violation or a fine like a parking ticket?? Thanks
