Okay, im 17 and i was out late around 12 or so just chilling near skyline blvd (in san bruno)with my friends. There are about 7 or 8 cars just parked and we are all just talking and an officer pulls up and greets us and tells us to stay away from skyline blvd because he knows that we are probably going to race there. My friend has an emergency and has to go home, leaving me with 4 of his friends for me to drop off because i am the only one who lives in the same neighborhood as them. So we all decide to go home. We make a left onto skyline, and I am the last car. The cop who confronted us before is behind us, and the pack of us slow down and the cop just turns on his lights and pulls me over while everyone else just takes off. I have been cited code 12814.6(a)(8) for driving against provisional.

As from what i have read, a cop cannot pull you over just because he assumes that you are underage, and that you must first commit a violation.
Is there anything i can do at this point? Can i pay a fine and not have my license suspended?? Please help...
