I called the sheriff dept in my county. In Missouri, under the car neons, tire flys, running lights, fog lights, etc. are street legal as long as they aren't blue or red.

Just posting this because there was recently a thread stating that under the car neons were illegal in all 50 states. It seems that at least in MO, they aren't.
