No you guys are wrong, you just dont rev it 1/3 of the way, I wish it was that simple. There is a guildline on what RPM you need to rev to. About 2 months ago I got pulled over for having an aftermarket exhaust. I went to the ref to get it tested so I can clear it up. According to the ref, he couldnt test my car because the specs for my car wasnt in the book. I drive a 2003 Nissan Sentra Spec V. On the book it listed the 02 and the 04 Spec V but not the 03.(even though its the same damm engine he couldnt do it)

He need to rev it according to what ever RPM is on the book. Im guessing this is the peak HP. So since he couldnt test it, I have no certificate when I go to court this thursday.
