You asked several questions so let me break them down with the responses:

1. Does it put cops at ease having the windows down? If your windows are tinted, the having them down would be the same as having a car without tinted windows. Yes, cops do not like walking up on a car that they cannot see into.

2. Even though your windows are down, the vehicle code does not differentiate between up or down, only that they comply with the tint laws, which it seems yours do not. So, this means that if an officer spots your car with the windows tinted whether parked before you leave on the road, whether it is raining and you opt to roll them down when they approach, or whatever the circumstances, you will still receive a ticket for the tint if the officer knows you have it.

3. You mentioned that this is a higher profile car. It is logical to assume that you will draw more attention to your vehicle. This doesn't just apply to street racers, it takes place with overly lifted vehicles, loud vehicles, etc. as well. As a result, driving any amount over the speed limit is going to give an officer a reason to pull you over. You won't see me, or most any officer, officially condone violating the speed laws. If the officers in your area have a problem with street racing, or are receiving complaints about street racers, it really won't matter whether or not you roll your windows down or not. You will probably receive servicing on a regular basis. However, being cooperative, polite, and putting an officer at ease is always a good tactic. Whether or not it will result in leniency is debatable depending on your area.
