It's real hard to tell what really happend from only one side of the story. If you want an explanation about it, I'd suggest you first try to contact the officer himself. If you'd like to do that, and you know the identity of the officer, call the non-emergency line of the PD in question and ask to leave a message for the officer to call you back. Hopefully, the officer will be professional enough to return your call on his next workday to try and clear up the obvious misunderstanding.
