Based upon the format of the code, it looks like you got cited for a misdemeanor municipal code violation. Yes, you now have a criminal record. Municipal codes are created by cities for enforcement within the city borders. They're basically laws, except the victim in the crime becomes the city instead of the state. The case will probably be prosecuted by the City Attorney's office instead of the DA's office, too.
