Exhaust systems don't cause smog, EVER. The engine creates the smog, the cat neutralizes some of the components, the rest leaves through the pipes.
The only 2 parts of an exhaust system that are >>smog<< illegal are certain headers (no O2 sensor hole), and cats (or lack of a cat).
The other tickets you get for exhaust mods are solely based on the sound. It's a noise violation, not an emissions violation.
