speed limits are established through speed surveys. Your local traffic engineering office could give you info about this. Typically, in order for a roadway speed limit to be enforced with radar the prosecution must show that a speed survey had been done within 5 years. As far as I know, the only exception is when the roadway is under 40 feet across, then it's assumed at 25.
