If your aftermarket part has the proper E.O. or C.A.R.B. number, that part is legal for use on your vehicle. But, went it comes to exhaust systems you need to realize that with each item you add, the db level goes up. For example.... if you added a street legal modified exhaust that raised your car from 80db to 90db your probably still ok. But, add something else, like maybe a hotter cam or some other part that effects the noise level and that could send you over the limit. So, even though you are using street legal parts, your level of noise will make your vehicle illegal, unless you compensate to lower the noise level.
