The CARB EO # is the CA Air Resources Board Executive Order number, this means that the device with the EO# has been declared legal for all CA vehicles to have installed.
Take the sticker or paperwork that gives the number to court and the judge will dismiss it. Might want to keep a copy of the judges ruling with you in the future to show the cops what will happen if they try to cite you for it again.
